Gujarat Council of Elementary Education

Following successful implementation of DPEP II in District of Banaskantha, Panchmahal and Dangs, the state implementing society Gujarat Council of Elementary Education, was entrusted with the responsibility of implementing DPEP IV, in year 2004, in the externally funded districts of Kutch, Sabarkantha and Surendranagar and, also, Government of Gujarat funded districts of Bhavnagar, Jamnagar and Junagadh. The project was concluded in June 2005. The achievements of DPEP IV are as under:

Preponement of DPEP IV Conclusion
As per Government of India directive, conclusion of DPEP IV is preponed to June 2005. The Operation Research Group (ORG), Vadodara was assigned the evaluation of the performance of DPEP (implemented from 2000-2005). It is reported that most of the objectives have been achieved, as shown below :

  1. Improvement in overall achievement of students :
    Performance of Class - III Students was much lower than that of Class - I both in language and mathematics.

    • In Class I performance of students was better in Mathematics (Mean score 65.6%) as compared to language (mean score 61.5%)
    • In Class III students performed slightly better in Language (mean score 44%) as compared to mathematics (mean score 35.6%)
    • Compared to the baseline the performance of students of Class I as well as Class III in the terminal survey has improved in Language and Mathematics tests.
  2. Decrease in Drop out rate
    As compared to 2001-02 the percentage decrease in drop out rate of children in 2004-05 in Project districts was found as under. 

    • Kutchh : 24.46% (Overall), 26.13% (Boys) & 21.80% (Girls) 
    • Surendranagar : 32.70 % (Overall), 28.30%(Boys) & 36.89% (Girls)
    • Sabarkantha : 34.53% (Overall), 33.09% (Boys) & 35.98% ( Girls)
  3. Universal Enrollment :
    (a) Near Universal Enrollment has been achieved with NER of 95.69 
    (b) The improvement in Girls to Boys Enrollment ratio in Project districts was found as under. 

    • Kutchh : From 800 (2001-02) to 855 (2004-05)
    • Surendranagar : From 809 (2001-02) to 860 (2004-05)
    • Sabarkantha : From 847 (2001-02) to 867 (2004-05)

Improvement in Enrollment
A substantial improvement in enrollment of all children in 6-14 year age group has been achieved due to effective implementation of DPEP in the project districts of Kutch, Sabarkantha and Surendrangar. As compared to 2001-02, there has been an average improvement of 13.40% in all students enrollment, consisting 11.16% in boys and 16.13% in girls in year 2004-05. As compared to 2001-02, there has been an average improvement of 12.34% in SC students enrollment, consisting 11.81% in boys and 12.92% in girls in year 2004-05. As compared to 2001-02, there has been an average improvement of 6.82% in ST students enrollment, consisting 4.90% in boys and 9.21% in girls in year 2004-05.

Improvement PTR & SCR
Due to successful implementation of Vidhya Sahayak Yojana, the Pupil Teacher Ratio (PTR) has improved in the project districts. DPEP interventions like construction of New Schools and Additional Classrooms, alongwith the Repair Works, have contributed to a sizable improvement in Students per Classroom Ratio (SCR) in districts of Kutch, Sabarkantha & Surendranagar as shown below:

Coverage of Out of School Children
According to House Hold Survey conducted in 2001, there were a total of 49810 out-of-school children in the age-group of 6-11 years , comprising 20420 boys and 29390 girls, in the DPEP IV districts of Kutch, Surendranagar and Sabarkantha.

Children Covered Under Alternative Schooling:
For providing access to out-of-school children in unserved habitations, a total of 1,107 Alternative Schooling Centers were opened under the Back-to-School Programme in the three DPEP IV districts. A total of 23,298 out-of-school children consisting of 12,078 girls and 11,220 boys were covered under these AS Centers, the details of which are as under :
