Gujarat has achieved the national norm of providing a primary school within 1 Km of every village. Gujarat has also been able to provide an upper primary school within a radius of 3 Kms from every village. The ratio of upper primary schools to lower primary schools is 1:5 which is lower than the national norm of 1:3. The pupil-teacher ratio in Gujarat for primary schools is 1:42, which is slightly higher than the national norm of 1:40.

reasons for the high rate of dropout have been

lack of toilet facilities for girls

non-availability of upper primary sections

need for children to work or look after siblings

migrating parents – sugar cane and construction workers
