Gujarat has achieved the national norm of providing a primary school within 1 Km of every village. Gujarat has also been able to provide an upper primary school within a radius of 3 Kms from every village. The ratio of upper primary schools to lower primary schools is 1:5 which is lower than the national norm of 1:3. The pupil-teacher ratio in Gujarat for primary schools is 1:42, which is slightly higher than the national norm of 1:40.

The reasons for the high rate of dropout have been identified as follows: -

  • shortage of teachers

  • shortage of class rooms

  • lack of toilet facilities for girls

  • non-availability of upper primary sections

  • need for children to work or look after siblings

  • migrating parents – sugar cane and construction workers

  • social restriction on educating girls

  • Uninteresting curriculum outdated teaching methods and inadequate teaching learning material and laboratory equipment.
